CERBA's annual mining conference offered a full day program dedicated to developments in the Russian and CIS mining sector, identifying and explaining mining investment opportunities in Russia and the CIS for Canadian companies.

Participants included representatives of leading Canadian and Russian mining companies, investors, suppliers, Russian and Canadian government officials and officials from the most significant mineral producing regions of Russia and CIS countries like Kinross, Norton Rose, Baikal Mining Company LLC, Stans Energy Corp., Uranium One, EDC, Silver Bear, Aboriginal Affairs and Northern Development Canada, and many others.

    Chairman of the Board of Directors of IC “SMOLENTSEV and Partners”, Ph.D., Academician of IIA, Konstantin Y. SMOLENTSEV and Anastasia Smolentseva, Partner have participated in the Canada-Russia Business Council /CRBC/ (Ottawa, Canada).

    Opening the Summit, Victor A. Zubkov, First Deputy Prime Minister of the Russian Federation has noted: «Perspectives of the investment cooperation between our countries will continue to be defined by new projects in the main segments of our interaction – mining, metallurgy and machinery, agriculture».

    V. Zubkov urged to strive for greater diversification of the bilateral trade relations, more active involvement of the two countries' regions in this process.

    As well, the First Deputy Minister has noted that necessary agreements and protocols have already been signed between the Russian regions and Canadian provinces. 

    «Concerning Russia-Canada investment cooperation, we can confidently talk about growing opportunities for the realization of many joint projects in various spheres. Especially in those that are bound by economic and nature & climate similarities of our countries», – he said.

The International Corporation “SMOLENTSEV & Partners” together with a Law bureau “Goremykina, Tsokol and partners” have signed an Agreement on cooperation within the limits of realization of the “TOTAL SOLUTION” program.

Both parties agreed to cooperate through united forces – to act together within the Program supporting foreign companies “TOTAL SOLUTION” with the main goal being successful solution of problems posed by the Program, on mutually advantageous grounds.

The necessary program of helping out foreign companies “TOTAL SOLUTION” is directed to solve wide spectrum of strategic and tactical problems, which appear during organizational processes and work of foreign companies in Russia and CIS.

Cooperation of the Parties of the current Agreement spreads to territories of Russia, CIS countries, Canada, Moldova, USA.

The Law Bureau “Goremykina, Tsokol and partners” is a member of the Russian Association of Direct and Venture Investments (RAVI) and oversees the Executive directorate RAVI block of legal affairs; member of the Expert Council of the “AngelInvestor” magazine; expert of the “Venture Russia” portal (www.allventure.ru), consultant of the National Union of Business Angels, and is also a part of several working groups to develop bills in the Government Duma of the RF.

Directors of the International Corporation “SMOLENTSEV & Partners” have participated in the Annual General Meeting of the Canada Eurasia Russia Business Association (CERBA), that was carried out in the capital of Canada – Ottawa.

Mr. Peter Van Loan, Minister of International Trade in Canada has made a speech to the participants.

The Canada Eurasia Russia Business Association has a network of six chapters located in Moscow, Toronto, Montreal, Ottawa, Calgary and Vancouver, and a membership base of over 200 corporations and individuals in a wide range of sectors. As an association, CERBA provides an extensive network of contacts with frequent networking events, informative seminars on pertinent topics in the Eurasian market for Canadian companies, an annual National Conference, a quarterly printed Newsletter, committees of the Canada-Russia Business Council (CRBC), access to annual trade missions, as well as market intelligence, advocacy on government policy, and active, Canada-focused sector committees.

On December 7-11, the first official visit to Russia throughout the entire history of Canada-Russia relations, government delegation of the Canadian province Quebec with its Premier Jean Charest and Minister for International and Francophone Relations Pierre Arcand has been carried out. Negotiations with representatives of the Russian government, mayoralties of Moscow and Saint-Petersburg have also been carried out. This visit is accompanied by the exposition of industrial, export and science opportunities of 14 Québec companies specializing in infrastructure, industrial, transport and telecommunications projects. The main goal of the “landing” Québec business in Russia is creation of conditions for greater availability of the Russian market for Quebec’s economy.    

Russia is positioned #8 among European partners of Québec. Export of Quebec makes more than 30% of the entire Canadian export to Russian Federation and receives 40,6% of Russian import to Canada.  

Chairman of the Board of Directors of IC “SMOLENTSEV and Partners”, Ph.D., Academician of IIA, CMC, Konstantin Y. SMOLENTSEV  has participated in the business lunch with representatives of the Russian business and the Premier of the Canada’s province Quebec Mr.Jean Charest.

In Premier’s opinion, he would like to use this visit to Russia to encourage Russian and Canadian industrialists to promote directions which would be advantageous for economies’ development – Russian and Québécois. Such directions are agriculture, energy sector, construction and infrastructure, telecommunications and market of information technologies and aerospace branch. 

The First Deputy Prime Minister of the Russian Federation Victor Zubkov has noted that “Interregional cooperation is an important component in Russia-Canada relations. Realization of Russia’s and Canada’s regions’ united projects will help solve the problem of diversion of the mutual relationship”. “All these questions are in sight of Russia-Canada economy commission, which I am a head of together with the Minister of International Trade of Canada Stockwell Day”, – added the First Deputy Prime Minister.

The International Science and Technology Center (ISTC) is an intergovernmental organization connecting scientists from Russia, Georgia and other countries of the Commonwealth of Independent States (CIS) with their peers and research organizations in Canada, EU, Japan, Republic of Korea, Norway and the United States.

ISTC facilitates international science projects and assists the global scientific and business community to source and engage with Russian and CIS institutes that develop or possess an excellence of scientific know-how.

Canada Eurasia Russia Business Association (CERBA), in co-ordination with the Russian Union of Industrialists and Entrepreneurs (RSPP), the Government of Canada and the Government of Russia has carried out “Canada-Russia Business Summit 2009”.

Opening presentations of the Canada-Russia Business Summit were carried out by Viktor Zubkov, First Deputy Prime Minister of RF, Stockwell Day, Minister of International Trade of Canada, Alexander Shokhin, Presdient of the Russian Union of Industrialists and Entrepreneurs, and Piers Cumberlege, Chairman of National Board of CERBA.

Within the limits of the Summit, various sessions have been carried out, which gave an additional opportunity for companies and official persons to discuss concrete problems in the following spheres: energy, mining industry, finances, investments, agribusiness, transport, aerospace industry, the Arctic and North, information and telecommunication technologies, as well as construction.

Theme of presentation by Chairman of the Board of Directors of IC “SMOLENTSEV and Partners”, Ph.D., Academician of IIA, CMC, Konstantin Y. SMOLENTSEV was “Estimation of realities and prospects of international investment cooperation between Russia and Canada”.

Mr. Smolentsev has supported the initiative of the President of Canada Eurasia Russia Business Association Nathan Hunt, who has suggested to start preparation and conclusion of Russia-Canada Agreement on protection of foreign investments. In his opinion, agreement would promote creation of legal base for conditions’ improvement of investment cooperation among business of Russia and Canada. One of the factors promoting reduction in price of credits for the Russian borrowers can become removal of taxation concerning percentage payment of credits.

Heads of European division of International Corporation “SMOLENTSEV and Partners” have participated in III Moscow Venture Forum.

At the Forum following questions were discussed:
-       How to attract investments for business development?
-       What is private-government funds and how to find them?

    Doctor of political science, the Academician of IIA, Certified Management Consultant (CMC) K.Y.SMOLENTSEV have participated in Canada-Russia Business Summit, which took place in Ottawa (Canada). Within the limits of the Forum, there has passed VI Session of Russian-Canada Intergovernmental Economics Commission (IEC) and second session of Canada-Russia Business Council (CRBC).   

    Business Summit under the theme "Partners, Progress and Prospects" and in the format "business circles – governments of two countries" has been held for the first time in practice for the mutual relationship. Minister of Agriculture of the Russian Federation Aleksei Gordeyev was the head of Russian delegation. Co-chairman of CRBC from the Russian side was the President of Russian Union of Industrialists and Entrepreneurs (RUIE) Aleksandr Shokhin, from Canadian – chairman of the Board of Directors of the Canada Eurasia Russia Business Council (CERBA) Don Whalen. Representatives of the government, parliamentarians of RussiaandCanada, largest Russian and Canadian companies, representatives of subjects of theRussian Federation, provinces and regions ofCanada, and also Vladislav Tretyak participated in the Forum. Canada-Russia Business Council was created in 2004. CRBC groups that are currently functioning: mining & metallurgy, energy, information technologies and telecommunications, transportation and aerospace industry, agriculture, on Arctic and the North, finance industry group is in the process of forming.  

    There has been a meeting of co-chairmen of IEC – the Minister of Agriculture of the Russian Federation Aleksei Gordeyev with the Minister of International Trade of Canada David Emerson, along with the Minister of Agriculture of Canada Chuk Strahl and with heads of Chambers of Parliament of Canada – all within the limits of the Forum.

    As a result of the Forum, a few intergovernmental and business agreements have been signed.

    Russian and Canadian sides greatly value the past event as a powerful positive impulse to development of bilateral cooperation between RussiaandCanada.

    Within the limits of realization of the project on the international economic and investment cooperation there has been a meeting organized with the Trade commission of the Russian Federation in Canada.     Both sides came to a conclusion that a relationship between business societies of Canada and Russia is intensively developing. Especially actual and perspective spheres of agriculture, education and exchange programs for management personnel, oil mining, trade, production of food products, machinery, telecommunications, mining and other spheres.

    The arrangement of cooperation for the relationship development between Russia and Canada has reached.

    Negotiations between The Academician of IIA Konstantin Y. Smolentsev and delegation from province of British Columbia (Canada) were held in Moscow.

    Canada was represented by:

    James G. MATKIN, President and the ŃĹÎ for the Council of business matters of British Columbia;
    Mel BLITZER, leading consultant in the sphere of building strategic alliances;
    Ivan Gyozo SOMLAI, intergovernmental coordinator and consultant.

    As a result of negotiations both sides came to a conclusion that is it important to widen cooperation between business circles of Canada and Russia. As first concrete steps it was decided to coordinate the forces of consulting companies of our countries to provide more comfortable work environment for international investments on territories of Russia and Canada. Canada showed huge interest in the possibility of financial investing in Russian market of real estate. Both sides decided to continue and deepen the cooperation.
